Fire-Resistant Fencing Near Your Home

Short answer

A wood fence attached to a house can carry fire right to the wall. The common fix is a metal section or gate where the fence meets the house, with wood beyond. California’s proposed “Zone 0” rules would require that in some areas, but as of October 4, 2026 they are not in force: they were withdrawn from state review in September 2026.

Why the first 5 feet matter

Embers land along the base of walls and fences. A wood fence that touches the house works like a fuse: once it catches, it burns toward the wall. Breaking that connection with a noncombustible section is the point of the proposed rules, and a reasonable choice whether or not they take effect.

Zone 0 (Board of Forestry ember-resistant zone rules)

  • Adopted: August 19, 2026, by the Board of Forestry and Fire Protection.
  • Fence provisions as adopted: no combustible fences or gates attached to a structure; no new combustible fencing within 5 feet of it; a noncombustible span of about 5 feet where fencing meets the house; repairs to existing combustible fencing allowed (BB&K summary).
  • Where it would apply: State Responsibility Areas in all hazard zones, and Local Responsibility Areas in Very High Fire Hazard Severity Zones.
  • Timing: 3–5 year phase-in for existing homes once effective.
  • Now: withdrawn from Office of Administrative Law review in September 2026 for technical edits; no resubmission date announced (WildfireLA, Sept. 11, 2026).

We’ll update this box when the rules are resubmitted or take effect. Products sold as “Zone 0 compliant” are describing rules that don’t yet apply.

Questions

Is Zone 0 law in California?
No. The Board of Forestry adopted Zone 0 regulations on August 19, 2026, but they were withdrawn from Office of Administrative Law review in September for technical edits and have no effective date (WildfireLA). As of October 4, 2026 they are not in force.
What fencing is noncombustible?
Metal: aluminum, ornamental or galvanized steel, and steel-framed panels with metal infill. Masonry works too. Wood, including fire-retardant-treated wood, is combustible.
Do I have to replace my wood fence now?
No current state rule requires it. Under the adopted (not in force) Zone 0 rules, repairs to existing combustible fencing would be allowed, and existing homes would get a 3–5 year phase-in (BB&K summary).
